Since June 2015 Andrew C. Palmer has been the Chief Investment Officer of the Maryland State Retirement & Pension System. Previously he served as the Deputy CIO of the Tennessee Office of the Treasurer. Mr. Palmer has experience in the public & private sectors. His private sector experience began in 1985 at ASB Capital Management. In this role, he progressed from Credit Analyst to Director of Fixed Income and developed his investment process & philosophy that produced top quartile investment products. He earned bachelor & master’s degrees from the University of Maryland. Andy Palmer was elected president of WAMM in 1988.
