Tom Gallagher

A Principal of The Scowcroft Group, Tom Gallagher provides strategic advice to the Group’s clients, specializing in US monetary, fiscal, and currency policies and analyzing G20 economic policies in general.

Mr. Gallagher was the top vote-getter in the Washington Research category on the Institutional Investor’s All-Star Team from 2001-2010.  He also sits on the Global Investment Committee of Morgan Stanley Wealth Management, the largest private wealth manager in the world, and serves as the Vice Chairman for CEBM, a Shanghai-based Chinese economic research firm.  He is also on the faculty of the Georgetown University’s Public Policy Institute as an assistant adjunct professor.

Prior to joining The Scowcroft Group, Mr. Gallagher was a Senior Managing Director of International Strategy and Investment Group, Inc., and a managing director at Lehman Brothers.  Mr. Gallagher was a regular panelist on “Louis Rukeyser’s Wall Street.”  Tom worked in the federal government for 8 years prior to his Wall Street career.

Mr. Gallagher earned a BS in Economics and Political Science from the University of South Dakota (1976) and a Masters of Public Policy from the Kennedy School of Government, Harvard University (1978). He is also a Chartered Financial Analyst.
