His approach is based on individual responsibility rather than government control. Under Tanner's direction, Cato launched the Project on Social Security Choice--widely considered the leading impetus for transforming the soon-to-be-bankrupt system into a private savings program. Mr. Tanner’s "The 6.2 Percent Solution: A Plan for Reforming Social Security," which calls for allowing workers to voluntarily invest their half of the Social Security payroll tax through individual accounts, has become the blueprint for Social Security privatization.
